The Centre for Development of Advanced Computing (C-DAC), Kolkata, in collaboration with the University of Calcutta, hosted the International Conference on Systems and Technologies for Smart Agriculture (ICSTA 2023) on 19th and 20th December 2023 at Biswa Bangla Convention Centre, Kolkata. The international conference was held under the National Programme on Applications of ICT and Electronics in Agriculture and Environment (AgriEnIcs), funded by the Ministry of Electronics and IT (MeitY), Government of India. ICSTA 2023 brought together experts, researchers, and stakeholders worldwide to explore innovative solutions for sustainable agricultural practices. The theme of ICSTA 2023, Cultivation of civilization through sustainable agricultural practices - Together we make it possible, set the tone for insightful discussions on integrating traditional and modern agricultural practices. The sessions covered a wide range of topics, including agriculture, horticulture, animal husbandry, fisheries, aquaculture, and the incorporation of cutting-edge technologies such as IoT, AI-ML, automation, image processing, and mechanization for smart agriculture. The conference was inaugurated by Shri S. Krishnan, IAS, Honourable Secretary, Ministry of Electronic and IT, Government of India. The inauguration and opening ceremony were also graced by eminent personalities, like, Dr. A.R. Rao, Assistant Director General, Plan Implementation and Monitoring Unit, Indian Council of Agricultural Research ICAR, Prof. Nazir Ahmed Ganai, Honorable Vice Chancellor, Sher-E Kashmir University of Agricultural Sciences and Technology of Kashmir, Dr. Aloknath De, Chairman, National Steering Committee, AgriEnIcs Program, Shri Aditya Kumar Sinha, Senior Director and Centre Head, C-DAC, Kolkata, Prof. Debatosh Guha, Dean FET), University of Calcutta Prof. Amlan Chakrabarty, Director, A.K. Choudhury School of Information Technology, University of Calcutta and Dr. Alokesh Ghosh, Associate Director, C-DAC, Kolkata, along with industries, project team members, and other dignitaries. Shri Rajiv Kumar, IPS, Principal Secretary, Department of IT and Electronics, Government of West Bengal, Smt Sunita Verma, GC, RandD-E or IT, MeitY and Shri E. Magesh, Director General, C-DAC could not attend the Conference due to their pre-occupation, however, conveyed their best wishes for the success of ICSTA 2023. The technical co-sponsors for ICSTA 2023 were the IEEE Bangalore Section, IEEE SSCS Kolkata Chapter and IEEE EDS Kolkata Chapter. The conference proceedings publication partner, Springer Nature Group, added the prestige of the event, reflecting the high-quality research conducted by project partners, industry collaborators, supporting institutes, and their researchers and scientists in agriculture, environment and allied areas. The ICSTA 2023 served as a common platform for 323 participants, including researchers, scientists, engineers, crop consultants, advisors, extension personnel, agronomists, producers, practitioners, and other stakeholders from various forums worldwide. The event showcased the latest research findings, ideas, developments, and applications in sensing technology for agriculture through 9 Keynote talks, 55 Oral presentations, 17 Poster presentations and 3 Panel discussions. The presentations and discussions held during the conference will be compiled into proceedings submitted to Springer Nature Group. On behalf of the organizing committee of ICSTA 2023, Shri Aditya Kumar Sinha, Senior Director and Centre Head, C-DAC, Kolkata, extends a heartfelt thanks to everyone for their invaluable contributions to the success of ICSTA 2023. He expressed gratitude to MeitY for the unwavering support and gave special thanks to Shri S. Krishnan, Secretary, MeitY, Dr. A.R. Rao, ADG (PIM), ICAR, Prof. Debatosh Guha, Dean (FET), CU, and all distinguished dignitaries, speakers, and participants who graced the occasion.
